Special Federal Trusts.

New Atlantis University of Life.

This trust has three divisions, which may be administered separately. Any section can be operated under a franchise. More information on the University of Life can be found in the appropriate section of the members manual.

Correspondence course exchange.

Charters.

            Charter certificates, acknowledging special skill, acknowledged by others with an interest in the topic, so examples might be Chartered poet, chartered photographer etc.

            They are run in co-operation with clubs such as the Poetry Club

Induction process for New Atlantis           

Degree unit.

The university degree programme specialises in one type of degree, that is based on experience and private study as opposed to attendance or conventional time served academic attendance. The degree is achieved by acceptance by other conventionally qualified and experienced people who act as referees that the individual has not only reached the level of knowledge required but also proven that they can carry out further private study to complete there knowledge when needed.

This is not available to non members and by the time the presentation occurs, the student must be at least a citizen, but can start as a pioneer.

The student registers with the university, and is given an information pack, and handouts explaining the concepts that they can use to get referees involved.

They pay a enrolment fee of £50, and  an additional subscription £15 per month, (Both can be in either Favours or cash) while they are a member of the university degree unit.

They then select two people to act as referees who they nominate on special forms. These must be recognised or qualified to a recognised level, and have had practical experience for a minimum of three years in the discipline. If accepted by the university these people will be sent referees packs.

The student then meet individually, each of there chosen referees, and there knowledge is assessed. The referee has the task of  identifying the areas of knowledge which need further study, or improvement and they must always specify some.

After  a period of six months (or more) has elapsed they again meet the referees, and are assessed on the additional information they have acquired. If the referees are happy with the standard they have reached a pass recommendation is sent in.

When two pass recommendations have been received the university can either select an independent referee to check the standard achieved, or enter the student on the roll.

Should a dispute arise between a student and one of there referees, the student may select another, but must still complete the full process with the new referee, which will by necessity take longer.

The student also undertakes two pieces of research, and produces these as reports that are available through  the Reports Club. One of these at least should be on a general interest area, or area as defined within there enrolment pack. These are not books, but short reports that allows the student to support there claim that they can carry out research and learn additional information as required. The projects are not graded or marked by the university.

When the student receives there certificate, the university will send a gift to each of the referees. These gifts are 50 favours if the referee is a citizen, otherwise they will be given a choice of gifts from a special list obtained from the Bargain and Barter Club.. The student will also send each referee a gift.

The degree is a BA (Bachelor of Arts) or MA (master of Arts) as decided by the referees, and a sheet with it explains how it was obtained and the reports produced which can be obtained by anyone, so as to see the quality of work undertaken.

Degrees are normally very expensive to get if not obtained while one is young and able to qualify for grants. New Atlantis has set the policy of keeping down the cost to students so does not aim to create a profit from this division. The income to the university is £50+(6*£15)=£140 and costs £50+£50+ three packs @ £6+ certificate, postage etc. £10+ Admin. charge £12=£140.

Bargain and Barter Club.

          The Bargain and Barter Club, is a special federal trust. The role of this club is to find bargains or special deals for members and to operate a barter system. Its role, method of operation and rules are defined within the members manual.

          The rules of the Bargain and Barter Club are part of the rules of New Atlantis, and are not reproduced here to save unnecessary duplication.

Garden of Remembrance

New Atlantis started out as a virtual country, although now the chance of eventually becoming a real country is developing. We however decided to keep the virtual garden of remembrance as a means of centrally keeping track of citizens who are no longer with us. We decided however that this should also be available to none members.

The garden of remembrance is virtual, being in a computer system. It comprises a system that can be looked at on line, and can be put onto computer disks to run on other computers elsewhere. Once New Atlantis develops the system will have a place of honour and be running full time in a prominent place. The overall garden is split into different areas such as the Rose Garden, cresanthmmem Garden, woodland garden and zoo Garden.

The display is in quarter screens, which change over accurately using special software and a receiver picking up the signal from an atomic clock in German

Area 1. A whole day each year, on a set date  costs £250

Area 2. One hour per week  Costs  £450

Area 3. 15 minute slot per week costs  £160

Area 4. 1 Minute per week costs £45

Random display in spare long time slots costs £50

With most plaques in gardens of remembrance, the charge, often far higher represents a few years after which the fee has to be paid again. in this case the single fee is for ever.

The system also has an index which allows any individual to be displayed. Later it is hoped to add a facility where a brief overview of the person and even possibly a photograph can be stored and called up on demand. New Atlantis citizens can be included in the index only at no cost, others are only included if they have a display.

The service is run by Atlantis Virtual world, a company that runs the Atlantis Bulletin Board System.

Atlantis Virtual World Ltd

A special trust that is also a limited company in its own right. It runs  the Atlantis Bulletin Board System, garden of remembrance and Founding sponsors boards.

Its franchise fee is, Annually or in between if the trust wishes, it will pay at least 40% of its profit to the Presidents fund and 40% of its profit to New Atlantis general funds.

Presidents Fund.

A special trust that receives monies primarily from the issuing of favours, from donations from branches and from Atlantis Virtual world, or other franchises. It also receives monies or assets that are left or given  to the President, and the Presidents share from the property owning trusts.

It is a discretionary fund under the direct control of the President.

Some items it will cover are;-

The costs of the New Atlantis Royal Family Trust,

The Presidents costs

Special grants to members or to projects or trusts.

Discretionary purchases of favours from registrars in exceptional conditions.

Delayed Donations Fund

Anyone can make a anonymous donation to New Atlantis, delayed for a period of 12 months, and within this and any subsequent 12 months period, delay the donation for a further 12 months. They can send the money anonymously, via a cash payment of bankers draft, together with a note giving a 12 digit/number combination. It is this code they need to quote, to extend the 12 month period. The fund is supervised by members of the New Atlantis Royal Family Trust.

Donations that result from this together with interest that accrues while the money is in the fund, will be accounted for monthly, and half transferred to general funds and half to the Presidents fund.

Local branches.

Local branches are each federal trusts, and controlled by central rules.

All funds both in favours and cash will be recorded in separate centrally held accounts. The cash funds of branches being held by New Atlantis who has to approve expenditure and make payments either directly or through local officers. No branch will have any local accounts of its own.

Twice a year (December and June) all branches shall produce a plan for the year ahead, and pay over some of there excess funds.   This will be a minimum of 40% of the balance held over £300. The December contribution will go the Presidents fund and the June contribution to general funds.

They may hold as many favours as they want without the need to donate them to central funds.

Reports Club.

The objective of the reports club is to make available to members well researched reports on a range of topics. Some of these will allow people to see how they can save money, while others will give details on medical conditions. There is no limit to the subjects which can be covered. Reports are written by members, students at the university of life, and as the result of  projects.

Members can purchase the reports economically and most are available through the Bargain and Barter Club at a good discount which can be purchased with either favours or cash.

Where reports have been compiled by members, but not as part of another project or through the university of life, members will be credited with royalties on the sale of there work to there barter account.

New Atlantis has in addition to the above, clubs that members may join at a discount. In effect these are optional sections of new Atlantis that you can choose to join or not. Other none members can also join these sections but at a considerably higher rate.
